Require semicolon after debug log statements

This also fixes a warning about an empty body in cortexm.c
if PLATFORM_HAS_DEBUG is defined but debugging is not enabled:

    if (platform_timeout_is_expired(&to))
        DEBUG_WARN("Reset seem to be stuck low!\n");
